In May 2010 Kuyavia and Pomerania Voivodeship and the Commune of Toruń have signed an agreement concerning financing "Toruń Technological Incubator" project. The project is co-financed by the European Regional Development Fund as a part of Regional Operational Programme of Kuyavia and Pomerania Voivodeship for the years 2007-2013.
The value of the project amounts to almost PLN 14,5 million, 75 per cent of which will be financed as a part of Regional Operational Programme. The Commune of Toruń will finance 25 per cent of the cost, that is over PLN 3,6 million.
The opening of Toruń Technological Incubator is planned on the third quarter of 2013. Construction works are to be completed by the 15th March 2013, whereas the project is to be finished in the end of July 2013.
The Incubator is to be located on the last storey of silos part and two highest storeys of the mill, and will cover the area of 1 300 sqm. The spaces offered by the project will be of following functions: office, office and laboratory, and conference.
Minimum 27 firms are to operate in the Incubator. As a part of supporting the enterprise, they will pay preferential rates of rent, increasing with staying in the Incubator. In addition, they will have access to broadband connection, possibility of trainings, along with consulting, information and promotion services, aid and organisation of cooperation with higher schools and research institutes, as well as assistance in technology transfer. Firms will also have access to common technical and service infrastructure, along with various local and global business networks.
As Toruń Town Council informs – The project's indirect beneficiary is to be an External Operator – an entity not related to the commune, whose task will be managing the property created as a result of implementing the project, subject to lack of possibility to change manner of disposition and destination of the building. Operator will recruit to the Incubator in consultation with the Commune. The Commune of Toruń will be constantly supervising approporiate execution of the contract conluded with the Operator. Negotiations with a Canididate are in progress.
