From time to time there is some information in the media about a new kind of office realized in a city. It is followed by information about new work places which are to be provided on the local market. Is that so? We decided to discuss this issue on the example of three Polish cities.

Tenants make unemployment lower

Płock belongs to the cutting edge of the dynamically developing Polish cities: its undeniable asset is location at a distance of ca. 100 km from Warsaw. APS, which delivers outsourcing services, decided to locate its new office there. The company chose COTEX Office Center for the new headquarters of a call center, which is situated at the main artery of the city. As a target, APS will offer ca. 270 new work places in this structure. The entity will hire 250 telephone consultants and managing personnel. The department of APS in Płock will specialize in service of clients from the telecommunication industry as well as financing and banking sector. At present, other companies operate in the office, e.g. from the sector of cosmetic and protection of people and property as well as medical center. Each of them provides new work places. Moreover, local authorities more and more frequently notice the role of tenants in the process of lowering the unemployment. For instance, the local government in Płock actively participated in the process of negotiations with APS. According to the President of Płock Andrzej Nowakowski: (...) the role of the local government is not to build factories. The City Hall cannot be a competitor to the private business. However, the role of the local government is to create a special atmosphere in order the entrepreneurs could invest in the city since it means new work places and bigger comfort of living. Science centers such as the Warsaw University of Technology, the State School of Higher Professional Education and Pawel Wlodkowic University College operate in Płock: qualified graduates of these universities constitute the potential of Płock since future tenants of office areas can recruit the employees among them.

 

The above examples present three Polish cities where the outsourcing sector is still developing. The same scheme is present in all of them. Firstly, a new office building is realized in a chosen city. Then, thanks to the meeting of standards required by modern tenants, it is able to attract big companies which open new offices and search for new employees. Thus, tenants of office areas become employers on the local market. According to these examples, this phenomenon does not only concern the biggest cities in Poland such as Warsaw, Krakow or Tricity, but also smaller cities which can successfully attract big companies provided that they will guarantee the standard which is not different from the ones found in metropolises. This opportunity is even more precious because the problem of unemployment concerns particularly smaller cities and there is an urgent need to provide new work places.
